Under the new design, the baseline satellite hardware will receive technical upgrades, and an extra layer of 66 low Earth orbit satellites will be integrated specifically for defense agencies, national security bodies, and emergency responders. Technical evaluations suggest this expansion will boost secure governmental communication capacity by 60 percent within the European Union and by 54 percent worldwide, enhancing regional operational capabilities during complex crises and critical infrastructure emergencies.

    The SpaceRISE consortium, which manages the main development efforts and a 12-year operational concession, brings together leading European satellite operators, such as SES, Eutelsat, and Hispasat. The project is closely coordinated with the European Space Agency, providing engineering expertise and launch support. The manufacturing process involves a broad network of European aerospace firms, including Thales Alenia Space, Airbus Defence and Space, and OHB, along with telecommunications companies Orange and Deutsche Telekom.

    Funding for the expanded satellite system is structured through a public-private partnership, combining the European Union budget, national government contributions, and private sector investments from consortium members. Member states are actively formalizing their financial commitments for long-term deployment during the 2028-2034 funding cycle. Records show that Poland allocated 656 million euros, Hungary committed 500 million euros, and Spain announced capital investments ranging from 1.6 billion euros to 2 billion euros, with additional funding negotiations ongoing at the national level.

    The expanded network will also serve non-EU nations such as Norway and Iceland under specific administrative arrangements.
